But guessing....sounds like packing maybe leaking?
If packing, 2 to 4 drips per minute is what it should be.
As for the fins, need pics and should be fixed regardless...

I think it's probably propylene glycol. When the engines were winterized some of that got injected into the (dripless) shaft seals. That would not be something to worry about.

The intake should be replaced. If the fins are missing, it's not doing what it's supposed to do which is to keep large debris from being sucked through the intake. If they are not missing but bent instead, they have been weekended and there's no telling when they may brake off and get sucked up. If you have strainers, they will catch broken pieces but you won't know when it happens, and when it does, you run the risk of getting the large debris the fins were meant to stop. Collect enough of that in your strainer and eventually you'll have a restriction. For those that don't have strainers, the broken pieces will end up destroying your raw water pump.
