Assuming the mechanic replaced the Racor filter properly and with the correct micron size for your application first time around, it sure sounds like you have some nasties in your tank causing the filter to clog up quickly. How full was the tank when you were doing all this troubleshooting? Reason I ask is normally you will pick up lots of the bad stuff running on a very low tank level. Do you also have an engine mounted primary fuel filter?

Check for crud in the tank, delaminating fuel lines, check valves, oberg strainer, racor filter and filter near carb/TBI.
