Where is the gimble bearing grease fitting? I dont know why the battery charger wont power up.

Welcome aboard.
Let us know the engine and drive package you have, it'll help us answer questions related to those. If you have Mercruiser, the grease fitting will be on the starboard side of the transom assembly approximately half way down. If the gimbal bearing has been replaced in recent years, you won't have a grease fitting anymore as the replacements don't use them now. The fitting would have been removed and replaced with a setscrew plug.
What kind of charger do you have and have you checked if there's voltage at the unit itself? Did you check if there's any output by testing battery voltage? Is there a "Charger" or "Converter" breaker at your panel? If not, it's likely tied into one of your outlet circuits. Turn all your breakers on and see if that changes anything. If you have a hot water tank, ensure it's full of water before you turn that circuit on.
