Fuse box location

I have a 36' carver mariner vintage '87. I have a very simple question, My nav lights won't work, but I have power to the entire instrument panel. I would like to check the fuse's, but need to know where to look? do I need to remove the instrument panel to access the fuses?

Carver typically doesn't use fuse boxes...only circuit breakers on the "man panel" in the cabin. There should be one labelled for each item they are for...pretty good system historically

Check for power at the light socket itself wit the bulbs out.
I had to scuff all of mine in her restoration, the corrosion was not allowing flow of current to the bulbs.
But before I had power at the sockets, I had to actuate the switch many times to get the contacts to contact.
