It should be used as safety measure to keep the boat from sliding back while hauling. I would check the blocking behind where the eyelet enters the boat and determine if there is any damage to that and the fiberglass. If your skills are not up to the repair definitely call the man.
I am surprised a 13,000 lb boat even has one. my hauler tied back to the cleats on both sides of my mariner.
