A service that can suck the tanks dry/clean and inspect these things safely would be required IMHO. Down the road this would pay dividends for troubleshooting and peace of mind. It may remove some money though...

Cases like this are very difficult because of all the components involved that can present as much the same fault. The one common element in all this, is the fuel itself. Engines require a clean, sufficient fuel supply no matter what. I would start at the tank and make sure the pickups are clean and unobstructed, tank bottom free of debris, water, phase separated fuel residue etc. if and I say if , so far the tanks have been ignored as a source of this issue
