Now in this case hard to say but worth checking.
IMO...Part of the problem can be inadequate water flow thru the pipes and muffler. Any restriction at the riser , hose angles, riser discharge or improper swirling in the pipes can be an issue. Check for hot spots with an IFR temp gun.
