Call Carver with your hull number and find out what they should be, then take them to the shop and find out what they're really at and adjust accordingly. Have the shop also confirm that the stamp on the prop is correct.

I have to agree with mjk1040 ,seems like a lot of prop for 7.4's with 2.8 to 1 gear. Are you sure the prop spec you were looking at was for gas and not diesel engines?

Just an update to the RPM situation, after exhausting all avenues and speaking with an engineer at Carver, we did repitch the props, went from 24 X 25's down to 24 X 23's and the rpm's did get up to 4000, but still way shy of 4400. To get the additional 400 rpm's we would need to go down to 24 X 21's and it just seemed like to much pitch to take out of the props so we are looking for a used pair of 24 X 23's now.

Well that's great, I think you found the issue. Now if you goggle propeller calculator, there are several out there, you can dial your boat to the props you want or need. I punched in some guessed figures for your boat and the size they gave you came up. I'm still thinking that the owner before the one you bought the boat from was trying to get maximum travel out of lower rpm's do to fuel economy. Gas prices were up there! Good luck in the future!
