That is my thought is a bad ground. With no power to either leads. Going to bring some extra wire and try a separate ground before doing everything else. The manual also says their might be a Fuze by the battery switch

OK... I'm betting you have a problem with that black wire. Run a wire back to a known good negative contact. Right to the battery negative would be a good place if it's close. And use that negative for the meter so you can check the other two wires for voltage.
