If there were 5 inches of crap on the hull you'd have never made it on plane. It doesn't take much growth at all to increase the load quite a bit. Think of a smooth surface sliding on carpet vs a section of thin sandpaper trying the same thing. Lots of drag added. If there was any 'hard' growth (barnacles) vs 'soft' growth (algae) it knock speed down quickly.

I would believe Carver's numbers would be appropriate ("Carver told me that the boat should cruise at almost 20 knots and should top out at 26 - 27 Knots")

When I took my new to me boat (2001 350 mariner with 350 MPI, semi dirty hull, 4 people and half tank of gas) out for the sea trials we cruised along 16-18 mph at about 3200 rpm. I was told that it would top out about 22 mph

Are those 350HP or 350 CI?

My 98 with 7.4 (but about the same hp) Hits 21 mph at 3200 rpm and flat out will do 32 mph at 4400 rpm.
