You could possibly haver some impeller pieces stuck in the cooling system which would restrict flow. Might want to check that out.

You should probably start a new thread since it might get lost here. If you think it is an overheating, start by getting an infrared gun to check temperatures. Then you can see if it is the sea water side or the coolant side that is overheating. The previous poster is correct, the end cap does not come off on that heat exchanger and it is difficult to clear out debris. Broken impeller blades and zinc pieces can clog the tubes. You replaced head gaskets? That seems really extreme.
