On mine there wasn't a visible thermostat, but if you removed the cover the temperature control device was adjustable.

I did remove my cover where the wires go in. No stat here.

The thermostat is a set thermal type round switch. Their high limit switches were round and usually had a little red reset button on them. There must be a stat and limit switch.

Thermostat and high limit cut out are on the front of the unit where your 120v wiring enters. The stock units are not adjustable.

Tom is correct. Your hot AC wire will be going through the stat and limit switch before heading on to the heating element.

You have a klixon thermostat and and a klixon resettable high limit switch. At least you should.
These are round, about the diameter of a quarter. The high limit should have a very small red stem for resetting.

All water heaters should have a safety circuit of some sort with a high limit and temp control or there can be catastrophic results ( can explode) if the heat stays on and the relief valve fails.Try to find yours and determine if it works correctly.
