Ya more diagnostics required. Not rebuilding the carb with an engine rebuild is a no no, same with the distributor (new in your case) but it happens all the time and I don't understand it. I don't know how a rebuilder would even consider that as they're setting their rebuild up for failure. Of course that could be their way out of a warranty. If something went wrong, they can just say it was due to the distributor or carb in your case which they never touched.

What caused the engine to fail originally? All too often, failed engines get rebuilt or replaced only to have them fail again due to an outside influence that still exists and didn't get caught because nobody bother to figure out why the engine failed in the first place. OEMs have courses on this very subject because the problem is so prevalent. Hope this isn't the case here.

What model and size is it? Is it a V drive? Somethings not making sense if you’re turning that many RPM’s and can’t the boat up on any kind of plane. wondering if the tacos are way off or power loss as was discussed earlier I guess. I’m not a mechanic, but seems really strange.
