Sounds like you think he means cold frozen however the wording can be misleading. He is saying the valve is stuck and will not close any more, nothing to do with freezing cold.

Now for a completely different idea (might sparkle creativity towards a solution) :

First test: water in a glass, rust-remover on top. If it floats you have a way to soak the ball. If not move on:

Second test: bit of sunflower oil in a glass. then pour some rust-remover on top slowly. See if it stays on top you can use this to soak the ball. If it dissolves the oil, move on to other measures.

Insert a tampon beyond the ball, then pour in rust-remover and let it soak.

And to add - if you are planning to pull the hose to the valve then you could also pour some Barnacle Buster down in there. You might have a scale buildup that the BB might help dissolve.

Yea, this is more likely the issue (or marine growth in general) than rust or corrosion.

The ball itself is a plastic and can slightly disform if left in the same position for way too long. That alone would make it difficult to get starting to move.
