That's a little Winter Rain leftover...it's slowly disappearing. Thankfully, I store in a heated building so I don't have to wait on weather to do what I want/need to do

So how does one polish the hull when it is IN the water? We do not haul out here every year in GA like our northern brethren.

Beach it? But I would not use electric - only by hand.
When we had our boat in California and in Maryland, we still pulled the boat once a year and put her on stands for inspection and waxing and other chores, like bottom painting, replacing boot striping, checking cutlass bearings, etc.
You might want to consider doing this as well.
