I suspect you have two issues.
There should not be an overflow. The system is a completely closed system. There must be some sort of leak. It won't get better. You need to find that leak.
In a hynautic system, the wheel should turn and turn, no stop; it will feedback a higher resistance to turning once the rudder is deadheaded and the relief valve opens. I suspect you have a bad or stuck relief valve on the starboard side. The relief valve is in the block mounted on the bottom of the reservoir.
