Is the water coming through a bolt or out the bottom of the plate? If it's coming through a bolt, what type of material is it, bronze or stainless steel? Is there a bonding wire connected to one of the bolts? If not, be careful with tightening as you may break one or more if the cause is badly corroded fasteners. If you try to tighten the nut, pay very close attention to the bolt, if you see it turning, stop.

The leak is at the plate and a smaller amount at one of the fasteners, which are stainless and have bonding wires on them.
If my haul out was going toe a few weeks away I'd consider a little snugging of the fasteners to see if the leak slowed, but I'll be on the hard by Tuesday.
