I am in search of a 1999 450 Voyager Pilothouse rocker switch panel. I’m wondering if I’m able to just replace it with an all new panel outside of the original that I’m not able to find anymore.

You might want to contact New Wire Marine. They have a bunch of different panels, or could custom make one that would probably be identical to what you have now ( or you could even modify it if there's changes you'd want to make).
