Soggy wood by the transom


Good Morning All, This really sounds bad, but the transom itself is solid. On the back wall of the transom, I have 2 massive storage bins. The bottom of this bin, all the way across, is pretty soggy and rotten. It is not very hard to correct this, however I can't figure how they got soggy in the 1st place. The covers are not impressive but I can't imagine the water getting through there. Some of the screw holes from the old Pole holders and the railing mounts, are loose. Do you think that those few things could have gotten this wood to the point of rotten? Am I missing something obvious? It looks like even if the rain gutters in the cockpit area overflow, it will not get water in the storage area. I can not figure this one out. Thoughts?
