Must have been a raging storm on the Eastern shore of Lake Huron. There are bits of dock, trees, surf boards you name it - any manner of flotsam imaginable has washed up.
The once sandy beach is all stones and large ones at that. The dunes and seagrass are washed to the treeline. My muskoka chairs are one with the universe now.
In all the chaos I found this thing though. Looks like it could be a boating thing but hard to tell. No markings that I can find.
I am impressed with how robust this thing is given that it must have gone through a raging storm and smashed into these rocks many times and yet still appears to function as intended.
It has two positions, both latching. Pull the ripcord and the latch will release allowing the arm to drop with a push. Same in the other direction. Not spring loaded.

That could be, if it were mounted horizontal to the boat deck. It would be difficult to steer if this were clamped down on the trolling motor though.

Old style Bow mount trolling motor bracket for fishing boat......also could be bow mount anchor roller for small fishing boat

I agree. Motor or roller mount. There did not have to be much of a storm. The "stuff" is coming from the high water conditions, especially in areas where a river flows into a lake. The number of trees floating in the bay of Green Bay this season was shocking! Tough part was, you were lucky to see a branch sticking up to alert us boaters. Guys running 30 to 50 mph had very short warning. There are marinas where the water level topped over the main wall. Anything on the walkway went in, - grills, hoses, bikes, etc.. The prop mechanics had a great year!

Here we had to watch out for stuff in the water very early in the season. Like you said the high water caused a lot of stuff along the shoreline to float off into the water. Later in the season as the water levels began to drop there was a lot less stuff to worry about.
Of course one does have to be on the alert and keep ones eyes open.
