Onan high AC voltage

The Onan17kw genset in our 2003 53 voyager is producing 250 volts which is causing the inverter charger to not work (high AC Voltage fault). The lead anti tamper device on the fuel injection pump is intact. I have not checked the frequency yet. Any ideas besides RPM? Voltage regulation?

Turns out the Neutral wire at the generator selector switch breaker (AC panel) was off. The line stud on the breaker had sheared off! New breaker and all is good...
