We finally have lights. After narrowing down to wiring we then had to drill a hole to fish wire to the bridge. They were not connected. Glad to solve that mystery. The switch is on the panel on the helm. Thanks all!

FYI, the switch is at the Helm. Far left side of panel, marked "Lights" close to shifter cables.
