How to get registration numbers to stick to poly?

How to get registration numbers to stick to poly?
I got one of the Walker Bay type West Marine poly dinghy’s. So far so good. HOWEVER, I went to apply the registration numbers to the side and nothing sticks to it! YEP, I sanded it too. Any suggestions?
