Certainly check or just replace the relay. The relay is still available from Volvo. I believe it's # 84117. Is that relay in a distribution box? If so, there should also be a breaker on the box and those have also been known to act up. Also check and see if you have a square clear plastic terminal block somewhere near the rear of the engine, could be mounted on the transmission if applicable. The terminals in those would get corroded and cause gremlins as well. Consider also that you may have an issue with the starter and other items like wiring harness/plug, ignition switch as mentioned, etc.

Taking your advice, I got a replacement relay that's code was off by one number and it seems to be working great! As someone else said, those numbers might just be for different mounts, as the new one doesn't have an extension to attach it to anything, while the old one did but it just hung loose. Thank you!
