Locate the A/C pump (mine's in the engine room) and when you turn on the A/C unit verify the pump starts. Make sure the temp is set low/high enough to create a demand. That pump could be seized which is why the breaker trips and you get no water flow. Also, follow the inlet line to the pump back to the through-hull valve and make sure it's open. These are two things I'd start with. Good luck!!

Yep, find the water pump for the HVAC system and also the thru-hull and strainer for it. Make sure the strainer is CLEAN and that the thru-hull seacock is open. You might have to prime the system (make sure it's full of water) as they can get an airlock when the boat is lifted out of the water. Make sure the water pump runs and water flows out the exit when the AC unit is running.
Priming the unit can be done a number of ways. You can just stick a garden hose on the "exit" and force water "backwards" through the system to purge the air. You can also take the hose off the OUPUT of the water pump and run it for a few seconds to do the same thing. There are several other ways too.
