Being the backyard jerk I can be, I set the pin in place, crimped down what I could, and then jb welded the pin in place on both sides.

I'd be surprised if the JB Weld lasted. That part gets VERY, VERY hot because it's in the exhaust path (the crossover in the intake manifold). You could actually drill a small hole though the "pin" and into the housing and put a small screw in there. You just have to hold the pin in place. If you drilled the right size hole you probably could even use a small nail (or brad) and drive it in as an interference fit.

Still not really sure why you need a choke but. The JB should be fine.....I have used that stuff for filling porting thin spots in cylinder head exhaust ports. Just has to be really clean first.

I have just pinned them open like they would be when warm, leave the plate there. . That was on AFB's though, just didn't need the choke. I guess if you are boating in the cold then, but we always warm up engines anyway.
Give it a try can't hurt.

Now I did replace the afbs with marine eddies and they had electric chokes that were fine, but I don't think they were really necessary.

You just have to be aware of the secondary lock out tang if there is one on the rochester.
