3 weekes later here is a pic of the inside. It was leaking from around the shaft

Yea, that's a regular stuffing box. Loosen the jamb nut and tighten down the large nut a bit and it'll likely stop the leak. That stuffing doesn't wear out nearly as quickly as the prop shaft (obviously because the rudder shaft isn't spinning!), so it's likely that all you need is some adjustment.
