Yes. It’s the master switch that shuts off/disconnects everything unessential. So if you turn that master switch off (unless someone has re wired over time) your dc panel should be dead. As far as charging, I would assume so as well but have never checked. But your ac charger would likely still charge your house bank as it’s connected separately.
