If that is on the transom could it be a platform support bolt and I agree a pic may help......

Not a platform bolt as it seems to be for some adjustment. I looked inside the hatch on that side and there is a 4" pipe (tube) that runs along aside the hull the length of the starboard side. I will grab a couple of pics when I next go down. I am sure it will be obvious to someone instantly.

Don't know what that is, you definitely come up with some good ones...
.....but you really should look into whatever is rusting there.....something is improper/ needs sealing etc.
Did this boat have transom lights before ?

Yeah, this power boating certainly has been a exploration of many unknowns. No I don't believe she has ever had lights. The rusting is among the many similar such that I will be addressing as the weather here in Alaska improves. Spare shift......hum, you might has something there. I think the best approach is to try to remove and see for sure, but that just might be what it is.

I thought about that but, I could not find where to replace the bulbs. Ugh! I also thought it might be to adjust or align the boat so it would run straight when under way. We shall see when I remove it later this month.
