Spoke with a slip mate who agreed to help (over some drinks, of course!) We checked water flow again. He thought there should be more pressure in the water flow coming out of the air conditioner. We decided to flush the line. There was a good deal of gunk that came out of the line, and we were able to increase the flow.
Unfortunately, this did not correct the issue either.
We then moved the couch and then removed the panel to the AC. We determined the compressor was responsible for the "Buzz and Click" sound. It was very hot to the touch. We wondered if there was a safety that was preventing it from turning on.
We put a fan on the compressor to cool it down. After about an hour (and several drinks later) we called it a night.
He provided me with a Marine AC repairman's number. Looks like DIY just became WAC (Write A Check)

Checked the Operating Mode on the Thermostat...all appears to be OK.
With the help of a slip mate (and rum), we flushed the outtake line.
We took a look at the unit itself...the compressor was hot to the touch. There was a buzzing and clicking sound coming from the unit when we turned it on. We tried to cool the compressor down with a fan.
None of these steps worked.
It appears that DIY has once again become DIP (Do It Professionally)

I installed a Marin Aire which I can personally vouch for as being a rock solid unit and probably has the best after sales service I have ever seen. I have 3 new units waiting to be installed on my Carver which will happen in the next month or so. https://www.marinaire.com

The quote for the replacement came in at $3200. I am looking for a second opinion, but it appears this the guy who quoted me is the only show in town.
@Midnightsun , A friend already recommended marineair...I will most likely go that route. He said he was able to complete the install himself in an afternoon.

Marine Air and Marin Aire are 2 different companies.
Yep, done this a couple of times, quite simple. Only the ductwork may need to be adapted but pretty straight forward if you are a DIY kinda person.

Just to update...I was able to replace the AC on my own. I only had to make a couple "Phone-A-Friends". The directions were not intended to my level of DIY, but I was able to muddle through.
