My tachometer and volt meter is consistently chattering in sync very erratically. any suggestions of a possible culprit ?

One of the diodes bad in the alternator? That will cause pulses.

It is a new alternator but I guess that explains why the battery on that engine went dead after cruising. The amp meter is at 13 amps while running and chattering.is it possible to not charge battery even though it shows 13 amps?

If your shop does not have an alternator tester pull it out and bring it to a place like autozone. They have a rig that can fully test the alternator.
