Carver 396 solon vents
I assume they should be open to let out heat and moisture. Is my assumption correct?

I, like you, assume they are to let fresh air in on a breezy day or underway - and let hot air out on a still day. And when it is cold outside we close them up. At least that has always been our philosophy on when to open/close them. Except on really hot days when running the AC units - we keep them closed.

Are those able to be closed? I wouldn't want open vents when I'm using my ac or heat. But maybe that's just me.
