When you say click right back off, do you mean the 120vac panel breaker?
I would think if the DC side of the charger were hooked up wrongly, there would be internal protection not dependent upon the 120vac side. Maybe start with tracing down the wire and connections on the AC side from the breaker connection to the charger connection. Maybe somebody installed something and drove a screw through the 120vac wire?
