I am willing to hazard a guess here and say his engine controllers are Delphi MEFI 3, no bus to helm. Merc didn't go to their own 555 ecu till maybe around 02/03.
The above is strictly my opinion.

I know it's in the very early 2000's, but not sure on the specific year they made them capable. I thought all their product line was capable after 2002, but some were before that.

In any case, tachs themselves are pretty inexpensive, so finding ones that look good (or that match what you want to upgrade the other to) might be the hardest part.

I thought he did have Mercruisers in the boat?

However, checking the Smartcraft sites, it seems like his 2000 is just a tad too old to have it:

"The SmartCraft line of products are applicable to all Mercury/Mariner OptiMax outboard engines starting with Model 2000, and all MerCruiser 8.1 liter engines for Model Year 2001."

I had a 2005 Crownline with merc 5.7 magnums, and the ecms were not smart craft capable. I think it was an option for most engines until 20XX?

Yeah not sure, I am at a loss on this one. Here is a picture of port engine for what it's worth.

They aren't smartcraft engines.
Close to the same as mine, but mine are blue water horizons (freshwater cooled). I would replace the tachs until you get the engines running correctly.
I would definitely verify the fuel pressure is correct. These have a mercury "cool fuel" set up with the fuel pump and regulator in a box under the engine that is water cooled. The regulators fail more often than the pumps. They sometimes fail to high pressure, making you engines run very rich (smell like gas) this will also damage the injectors.
